The Islamic world is suffering from decline and is mentally, psychologically and economically deprived since the colonial era. State and Civilizations mostly decline and perish when they are at the peak of their material power and global sovereignty; there are consistent laws for rise and fall for all beings and entities. بِسۡمِ ٱللهِ ٱلرَّحۡمَـٰنِ ٱلرَّحِيمِ

Living, Consistent Laws

"Living, consistent laws" refer to the steadfast rules and principles that govern the universe and human life. "Consistent" implies that they recur without interruption—much like the alternation of night and day. "Living" signifies that they interact with human actions: if people sow goodness, they reap success, whereas if they violate these rules, they face the consequences. The people, the family and the Nations form civilizations and there are consistent laws for rise and fall for all beings and entities. Now let's read the opinion from Dr Ehsan Samara in the following:-

Al-Sunan al-Hiyyah al-Mutsurdada in the collapse of the nations and the decline of the civilizations of the nations throughout history

Following the history of civilizations and states, it is found that they mostly decline and perish when they are at the peak of their material power and global sovereignty, in the face of the weakness of their enemies. This was the case in the state of the pharaohs and their civilization, as well as in the state of Persia and Rome, and later in the successive Islamic states in Islamic history, starting with the state of the Companions, may God be pleased with them.

Then came the Mongols and Tatars, followed by the Ottoman Empire, then the successive European colonial powers, and finally the Soviet Union; all of them met their end while at the peak of their might and material strength....at the hands of emerging, principled, ideological forces that had been oppressed by them—forces to whom the words of the Almighty apply:

"Indeed, Pharaoh exalted himself in the land and divided its people into factions, oppressing a group among them—slaughtering their sons and sparing their women. Indeed, he was of the corrupters. And We wanted to confer favor upon those who were oppressed in the land and make them leaders and make them inheritors" (Al-Qasas: 5).

This occurred solely in accordance with the divine law of the alternation of power—along with its attendant causal links and its spiritual, material, and moral prerequisites—rather than through arbitrary spontaneity or inscrutable fatalism, as imagined by those who harbor delusions and false hopes, indulging in misleading wishes regarding ALLAH:

"Similar situations came to pass before you, so travel throughout the land and see the fate of the deniers. This is an insight to humanity—a guide and a lesson to the God-fearing. Do not falter or grieve, for you will have the upper hand, if you are ˹true˺ believers. If you have suffered injuries ˹at Uḥud˺, they suffered similarly ˹at Badr˺. We alternate these days ˹of victory and defeat˺ among people so that Allah may reveal the ˹true˺ believers, choose martyrs from among you—and Allah does not like the wrongdoers. and distinguish the ˹true˺ believers and destroy the disbelievers. Surah Aal-e- Imran: (137-141).

In the light of this, the United States of America will be the state of the world, and who is in its sphere of influence, and who is subject to it among the agents who are involved in its favors, demands, growth and satisfaction, such as the civilizations and countries of the past. It works—with awareness, seriousness, and sincerity—to rid the world of the hegemony of secular philosophies and their materialist values, as well as the corrupt and corrupting laws and systems built upon them—led by the United States of America—in accordance with the words of the Almighty:

"Rather, We hurl the truth against falsehood, and it crushes it, and behold, it vanishes; and woe to you for what you describe" (Al-Anbiya: 18);

and His saying—Glory be to Him—:

"And say, 'Truth has come, and falsehood has vanished; indeed, falsehood is bound to vanish'" (Al-Isra: 81).

This is the unwavering divine law—which neither fails nor shows favoritism—governing the demise of states and the obliteration of civilizations; it affirms that the survival of nations and civilizations is inextricably linked to their foundational creedal identity and their store of values ​​and intellectual heritage.

It must not be overlooked that material power does not exist in isolation from these divine laws; rather, it is an integral part of them—constituting one of their requirements, conditions, and necessary implications for the survival of civilizations and states. Indeed, all of this is inextricably linked to the spiritual, material, and moral strength—or weakness—of nations.

Those who are concerned about it, in the case of neglecting to observe those divine Sunnahs and their requirements, which have a major and active effect on the strength of the nations and on the brilliance of civilizations throughout the world, as is the case with the Divine Sunnahs on the annihilation of the nations and the destruction of the civilizations of the nations, as those sunnahs have an effect on that, just like the rust of iron which produces iron itself, then the iron is corroded because of it, and like the effect of diseases and ailments that destroy the living bodies.

And such a situation is presented to the states and civilizations of the nations, in accordance with those divine Sunnahs, related to what happens in the societies and states from collective interactions, through the contradictions in its human components and its societal area, so it acts to weaken the societal structure and dissolve it, with the diseases and causes of the muezzins of the nations, and the destruction of the civilizations of the nations, which polytheism and its intellectual, legislative and behavioral secretions are among the most prominent and most fatal.

In the state, and its most terrible effect in the decline of the civilizations of the nations, and the destruction of the states in their full material power, and the destruction of their spirit, where ALLAH said:

"And those who seek other than the truth, and that you associate with God what He has not sent down as a ruler, and that you say to God that which you do not know. And for every Ummah, when their time comes, they will not delay an hour, nor will they advance) Al-A'raf: (33-3).

In light of this, it becomes evident that the eclipse of civilizations and the demise of nations are not determined solely by the material power they possess, their superiority over adversaries in this regard, or their capacity to crush them; rather, the primary cause lies in the loss of their foundational identity and their neglect of the spiritual, ethical, and intellectual pillars that sustain them; ...and their immersion in material desires and pleasures. Consequently, their peoples become dominated by opulence, a preoccupation with trivialities and frivolity, and mutual rivalry to monopolize the enjoyment of these desires and the means to attain them. This breeds a pervasive weakness that emboldens their enemies—a constant, immutable divine law governing the collapse of nations and the setting of their stars throughout history.

This is because any material power—no matter how great—lacks a foundation of spiritual, ethical, and intellectual values, and is thus destined to weaken and perish. As the Almighty says: "And when We intend to destroy a city, We command its affluent ones, but they defiantly disobey therein; so the word comes into effect against it, and We destroy it with [complete] destruction. And how many generations have We destroyed after Noah? And sufficient is your Lord, concerning the sins of His servants, as All-Aware and All-Seeing" (Al-Isra: 16–17).

The true strength that sustains a nation's civilization, and keeps states strong and stable, lies in their adherence to their faith, their noble values ​​and lofty ideals, in preserving their intellectual identity, and in their steadfastness in basing the behavior of their people and their way of life on a spiritual foundation and their way of life in life on a spiritual basis - that is, based on the realization of their relationship with God Almighty -, and not by material power, which causes it to erode and fall, as the Holy Prophet, peace and blessings of God be upon him, said:

"Indeed, it is the duty of God Almighty that nothing rises from the world except its state" Sahih Al-Bukhari, Number: "20872"; Sunan Abi Dawud, Number: "4802"; Sunan al-Nasa'i, Number: "3588"

For the negligence of Al-Al-Dawal on its Al-Uqdiya identity, its high value and the same as the Supreme Al-Samiah, and its spiritual foundation, its intellectual and legislative wealth, the principles of truth and justice are overthrown in it, injustice is spread in it, and the status of falsehood is exalted in it.

The repeated Qur'anic statement in the Qur'anic stories about the nations and nations throughout human history, where their material power did not deprive them of anything, despite their frivolity and their neglect of grasping the real power... and this is confirmed by the words of God Almighty:

"Those before them were more powerful than them, and they affected the earth and inhabited it more than what they inhabited and their messengers came to them. With clear evidence, Allah did not oppress them, but they oppressed themselves. They lied about the verses of Allah and mocked them) Al-Rum: (9-10)

يُقصد بـ "القوانين الحية والثابتة" تلك القواعد والمبادئ الراسخة التي تحكم الكون وحياة الإنسان. وتعني صفة "الثبات" أنها تتكرر بانتظام ودون انقطاع، على غرار تعاقب الليل والنهار؛ أما صفة "الحياة" فتشير إلى تفاعلها مع أفعال البشر: فإذا زرع الناس الخير حصدوا النجاح، بينما يواجهون العواقب إذا خالفوا هذه القواعد. إن الأفراد والأسر والأمم هي التي تشكّل الحضارات، وهناك قوانين ثابتة تحكم صعود وسقوط جميع الكائنات والكيانات. ولنطّلع الآن على رأي الدكتور إحسان سمارة في هذا الصدد:-.

السنن الإلهية المضطردة في انهيار الدول وأفول نجم حضارات الأمم على مر التاريخ

بتتبع تاريخ الحضارات والدول يجد أنّها في الغالب تنهار وتفنى وهي في أوج قوتها المادية وسيادتها العالمية، في مقابل ضعف أعدائها، هكذا كان الحال في دولة الفراعنة وحضارتهم، وكذا الحال في دولتي فارس والروم، وفيما بعد في الدول الإسلامية المتعاقبة في التاريخ الإسلاميّ بدءاََ بدولة الصحابة رضوان الله عليهم فالدولة الأموية فالعباسية، وما صاحبها من الدويلات العرقية والطائفية، ومن ثم المغول والتتار، فانتهاءََ بالدولة العثمانية، ومن بعد ذلك الدول الأوروبية الاستعمارية المتعاقبة، فالاتحاد السوفيتي، فكلها كان فناؤها وهي في كامل بطشها وقوتها المادية، على يد قوى عقائدية مبدئية ناشئة مستضعفة من قبلها وحق عليها جميعها قوله سبحانه: (إِنَّ فِرْعَوْنَ عَلَا فِي الْأَرْضِ وَجَعَلَ أَهْلَهَا شِيَعًا يَسْتَضْعِفُ طَائِفَةً مِنْهُمْ يُذَبِّحُ أَبْنَاءَهُمْ وَيَسْتَحْيِي نِسَاءَهُمْ إِنَّهُ كَانَ مِنَ الْمُفْسِدِينَ وَنُرِيدُ أَنْ نَمُنَّ عَلَى الَّذِينَ اسْتُضْعِفُوا فِي الْأَرْضِ وَنَجْعَلَهُمْ أَئِمَّةً وَنَجْعَلَهُمُ الْوَارِثِينَ) القصص: (٥)، وذلك إنما وقع وفق سنة التداول الإلهية وما يلازمها من الروابط السببيّة وشروطها الروحية والمادية والمعنوية، وليس عفويّاََ بتلقائية اعطباطيّة وقدرية غيبية، كما يتخيل المتخيّلون ويظن الحالمون الواهمون، الذين يتمنون على الله بالأماني المضلِّلة حيث قال سبحانه: (قَدْ خَلَتْ مِنْ قَبْلِكُمْ سُنَنٌ فَسِيرُوا فِي الْأَرْضِ فَانْظُرُوا كَيْفَ كَانَ عَاقِبَةُ الْمُكَذِّبِينَ هَذَا بَيَانٌ لِلنَّاسِ وَهُدًى وَمَوْعِظَةٌ لِلْمُتَّقِينَ وَلَا تَهِنُوا وَلَا تَحْزَنُوا وَأَنْتُمُ الْأَعْلَوْنَ إِنْ كُنْتُمْ مُؤْمِنِينَ إِنْ يَمْسَسْكُمْ قَرْحٌ فَقَدْ مَسَّ الْقَوْمَ قَرْحٌ مِثْلُهُ وَتِلْكَ الْأَيَّامُ نُدَاوِلُهَا بَيْنَ النَّاسِ وَلِيَعْلَمَ اللَّهُ الَّذِينَ آمَنُوا وَيَتَّخِذَ مِنْكُمْ شُهَدَاءَ وَاللَّهُ لَا يُحِبُّ الظَّالِمِينَ وَلِيُمَحِّصَ اللَّهُ الَّذِينَ آمَنُوا وَيَمْحَقَ الْكَافِرِينَ) آل عمران: (١٣٧-١٤١).

فعلى ضوء ذلك سيكون حال الولايات المتحدة الأمريكية راهنا، ومن هو دائر في فلكها، ومن هو تابع لها من العملاء المسارعين في موالاتها وطلب ودها ورضاها كحال الحضارات والدول الغابرة، إن وجد من هو مؤهلا لذلك من الأمم والدول المبدئية المخلصة، المعنيّة بإيجاد مبدئها في الحياة، والمستوفية لأسباب وشروط النصر والتمكين، ويهمّها سيادة مبدئها عالميّاََ، وتعمل بوعي وجدية وإخلاص على تخليص العالم من هيمنة الفلسفات العلمانية وقيمها المادية، وما هو قائم عليها من القوانين والأنظمة الفاسدة المفسدة في الأرض بقيادة الولايات المتحدة الأمريكية، اتساقا مع قوله سبحانه: (بَلْ نَقْذِفُ بِالْحَقِّ عَلَى الْبَاطِلِ فَيَدْمَغُهُ فَإِذَا هُوَ زَاهِقٌ وَلَكُمُ الْوَيْلُ مِمَّا تَصِفُونَ) الأنبياء: (١٨)؛ وقوله سبحانه: (وَقُلْ جَاءَ الْحَقُّ وَزَهَقَ الْبَاطِلُ إِنَّ الْبَاطِلَ كَانَ زَهُوقًا) الإسراء: (٨١)، فتلك هي السنة الإلهية المضطردة التي لا تتخلف ولا تحابي فيما يتعلق بفناء الدول وانطماس حضارات الأمم، والتي تؤكد على أن بقاء الدول والحضارات مرتبط بهويتها العقدية المبدئية ومذخورها القيمي والفكري، مع عدم إغفال أن القوة المادية ليست بمعزل عن تلك السنن الإلهية، وإنما هي من مضامينها، ومن مقتضياتها وشروطها ولوازمها في بقاء الحضارات والدول، فكل ذلك مما يرتبط ارتباطاً وثيقا بضعف الدول وقوتها الروحية والمادية والمعنوية، ويجعلها قويّة منيعة مرهوبة الجانب، وإمّا مستهدفة من قبل منافسيها من الأعداء المتربصين بها، في حال غفلتها عن مراعاة تلك السنن الإلهية ومقتضياتها، والتي لها الأثر الرئيس والفعال في قوة الدول، وفي تألق دورها الحضاري عالميّاََ، وكذلك الحال بالنسبة للسنن الإلهية في فناء الدول وانطماس حضارات الأمم، حيث إن لتلك السنن أثرها في ذلك، كأشبه ما تكون بصدى الحديد الذي يفرزه الحديد نفسه، ثم يتآكل الحديد بسببه، وكأثر الأمراض والعلل التي تفتك بأجساد الأحياء فتهلكها، ومثل ذلك الحال يعرض للدول وحضارات الأمم، بمقتضى تلك السنن الإلهية، المرتبطة بما يحصل في المجتمعات والدول من تفاعلات مجتمعية، وذلك من خلال التناقضات في مكوناتها البشرية وعلاقتها المجتمعية، فتعمل على إضعاف البنية المجتمعية وتفسخها، بما يعتريها من أمراض وعلل مؤذنة بزوال الدول، وطمس حضارات الأمم، والتي الشرك وإفرازاته الفكرية والتشريعية والسلوكية من أبرزها وأكثرها فتكاًَ بالدول، وأفظعها تاثيراً في زوال حضارات الأمم، وإفناء الدول وهي في كامل قوتها المادية، وعنفوان بطشها، حيث قال سبحانه: (قُلْ إِنَّمَا حَرَّمَ رَبِّيَ الْفَوَاحِشَ مَا ظَهَرَ مِنْهَا وَمَا بَطَنَ وَالْإِثْمَ وَالْبَغْيَ بِغَيْرِ الْحَقِّ وَأَنْ تُشْرِكُوا بِاللَّهِ مَا لَمْ يُنَزِّلْ بِهِ سُلْطَانًا وَأَنْ تَقُولُوا عَلَى اللَّهِ مَا لَا تَعْلَمُونَ وَلِكُلِّ أُمَّةٍ أَجَلٌ فَإِذَا جَاءَ أَجَلُهُمْ لَا يَسْتَأْخِرُونَ سَاعَةً وَلَا يَسْتَقْدِمُونَ) الأعراف: (٣٣-٣).

فعلى ضوء ذلك يتضح بأن انطماس حضارات الأمم وفناء الدول؛ ليس بمدى ما تمتلكه من قوى مادية، وتفوقها في ذلك على أعدائها، وقدرتها على البطش بهم فحسب، وإنّما هو بالدرجة الأولى يكمن في افتقادها لهويتها المبدئية، وغفلتها عن مقوماتها الروحيّة والقيميّة والفكريّة، وانغماسها بالشهوات واللذائذ المادية، فبذلك يغلب على شعوبها الترف والانشغال بسفاسف الأمور والعبث والتنافس فيما بينهم على الاستئثار بالتلذذ بالشهوات، وما يوصل إليها، فيعمهم الوهن الذي يغري فيهم الأعداء، فتلك سنة إلهية مضطردة ثابتة لا تتغير ولا تتبدل على مر التاريخ في فناء الدول وأفول نجمها، وذلك؛ لأنّ كلّ قوة ماديّة بلا سند روحي وقيمي وفكري مهما بلغت فمصيرها إلى ضعف وفناء، قال سبحانه: (وَإِذَا أَرَدْنَا أَنْ نُهْلِكَ قَرْيَةً أَمَرْنَا مُتْرَفِيهَا فَفَسَقُوا فِيهَا فَحَقَّ عَلَيْهَا الْقَوْلُ فَدَمَّرْنَاهَا تَدْمِيرًا وَكَمْ أَهْلَكْنَا مِنَ الْقُرُونِ مِنْ بَعْدِ نُوحٍ وَكَفَى بِرَبِّكَ بِذُنُوبِ عِبَادِهِ خَبِيرًا بَصِيرًا) الإسراء: (١٦-١٧)، فالقوة الحقيقية التي تديم للأمم حضارتها، وتبقي على الدول قويّة البنيان وطيدة الأركان بتمسكها بعقيدتها وقيمها الرفيعة ومثلها العليا السامية، وبالمحافظة على هويتها الفكرية، وثباتها على جعل سلوك شعوبها وطراز عيشهم في الحياة على أساس روحي- أي بناء على إدراك صلتهم بالله تعالى-، وليس بالقوة المادية التي مآلها التآكل والسقوط كما قال صلى الله عليه وسلم :"إن حقا على الله عز وجل أن لا يرتفع شيء من الدنيا إلا وضعه" صحيح البخاري، رقم: "٢٠٨٧٢"؛ سنن أبي داود، رقم: "٤٨٠٢"؛ سنن النسائي، رقم: "٣٥٨٨" فبغفلة الدول عن هويتها العقدية، وقيمها الرفيعة ومثلها العليا السامية، وأساسها الروحي، وثروتها الفكرية والتشريعية، تزول فيها معالم الحق والعدل، وينتشر فيها الظلم، ويعلو فيها شأن الباطل، فتفقد من جراء ذلك قوتها وتنهار، وتنطمس حضارة الأمم، ولا يوجد استثناء لدولة، أو أمة من ذلك المصير، كما هو مقرر في السياق القرءاني المتكرر في القصص القرآني عن الدول والأمم على مر التاريخ البشري حيث لم تغن عنهم قوتهم المادية شيئاََ مع تفريطهم وغفلتهم عن الاستمساك بمقومات القوة الحقيقية… ويتأكد ذلك بقوله سبحانه: (أَوَلَمْ يَسِيرُوا فِي الْأَرْضِ فَيَنْظُرُوا كَيْفَ كَانَ عَاقِبَةُ الَّذِينَ مِنْ قَبْلِهِمْ كَانُوا أَشَدَّ مِنْهُمْ قُوَّةً وَأَثَارُوا الْأَرْضَ وَعَمَرُوهَا أَكْثَرَ مِمَّا عَمَرُوهَا وَجَاءَتْهُمْ رُسُلُهُمْ بِالْبَيِّنَاتِ فَمَا كَانَ اللَّهُ لِيَظْلِمَهُمْ وَلَكِنْ كَانُوا أَنْفُسَهُمْ يَظْلِمُونَ ثُمَّ كَانَ عَاقِبَةَ الَّذِينَ أَسَاءُوا السُّوأَى أَنْ كَذَّبُوا بِآَيَاتِ اللَّهِ وَكَانُوا بِهَا يَسْتَهْزِئُونَ) الروم: (٩-١٠) صدق الله العظيم.
