The Political Motives for the US Secretary of Defense's Summoning of US Army Generals and Admirals around the World

The Washington Post, an American newspaper close to the Pentagon and the CIA, reported on Thursday, September 25, 2025, that US Secretary of Defense Pete Hegseth had summoned hundreds of generals and admirals from the US military around the world for a meeting next week, without any official clarification or disclosure of any details in this regard. This raised concerns within the military establishment and political circles, as this indicates that the matter is not merely a matter of protocol, but rather a warning to confuse the adversary.

This is especially true since it coincided with a potential government shutdown and a series of major changes undertaken by the Trump administration both domestically and internationally. Since assuming his position as Secretary of Defense, Hefetz has reduced the number of generals and admirals and removed military leaders from their positions. This move also came during the United Nations General Assembly meeting, and Trump's speech at that meeting included a display of American political, economic, and military power, demonstrating that it alone is capable of achieving.

Global peace and security, and the geographical, intellectual, political and economic formation of peoples and countries globally, reiterating his rejection of the idea of multilateralism in the international position, and reiterating his criticism of the United Nations and its departments and affiliated institutions, pointing to their inability to solve problems between countries, and their inability to stop and limit wars, and protect peoples from their woes and repercussions, and their inability to achieve global peace and security, as well as his directing sharp criticism of European countries, China, Russia and Iran, and demanding compliance with the American will and adoption of its policies.

All of this made, this summoning by the US Secretary of Defense of American generals and admirals around the world, a source of concern and many speculations, and a cause for questions about the political motives and reasons for this unprecedented and unusual summoning. Based on an informed source in CNN, a team went to the point that this summoning came for prior preparation, fearing a major surprise leading to a major war, in the face of the Chinese-Russian escalation and their alliances, or preparing for an American military strike in anticipation of targeting American forces in The Middle East, or in preparation for a US military move to confront tensions in the Taiwan Strait and the South China Sea, to be the one to set the rules of the military game before China or Russia impose them.

Others believed that this call-up was for the purpose of conducting a collective fitness test, or to be aware of the conditions of the Department of Defense, while others believed that the reason for this US military call-up was due to the mass dismissal of a number of officers, as CNN also reported in this context. Some observers believed that the call-up was linked to the new National Defense Strategy that the US administration is working on under Trump, which is expected to rearrange the priorities of the military so that defending the homeland becomes the first goal, after China was considered the most prominent security threat to the United States of America.

In addition, sources in the White House revealed to CNN that the reason for the call-up was for the Secretary to explain to the generals and admirals the restructuring of the Department of Defense to become the Department of War, to set new standards for military personnel, and to discuss new standards for readiness, fitness, and training that are to be implemented and adhered to. A White House official said: The goal of this call-up is a global deterrent message by demonstrating the strength of the US military under Trump, and to coordinate military policies to confront challenges. 

The unconventional aspects of artificial intelligence and cyber security, and in light of the potential political motives for the US Secretary of Defense summoning US Army generals and admirals around the world at this time, I believe it is likely to be a show of American strength and a deterrent message, in addition to restructuring the military, raising readiness, and unifying instructions related to potential shifts in current war policy priorities in light of the military changes made during the Trump era by the current Secretary of Defense. It is not related to field military action against China or other major countries, or to launch a strong deterrent strike against Iran or any of its arms in Iraq, Syria, and Yemen following the targeting of US forces in the region.

This is confirmed by what several sources told CNN: Secretary Hegseth will explain the restructuring of the Department of Defense to become the Department of War, in addition to setting new standards for military personnel. A White House official said: The goal of this meeting is to demonstrate the strength of the new military in the Trump era, as the Secretary will emphasize presenting a new vision for the US Army and discussing new standards. A defense official familiar with the planning said: It is about training and equipment. To maintain its strength and dominance inside America and globally, ignoring that the law of God Almighty in rotation, where He, the Most High, said:

“…and these days We alternate among the people…” (Al Imran: 140),

refuses for the strength of any country to remain as it is, because if the matter had lasted for anyone, it would not have reached America or anyone else. Likewise, the law of God Almighty is in effect with all the arrogant and haughty ones on earth, that their destruction is their destruction, as this display of strength usually motivates the forces lying in wait, eager for the necessity of creating multiplicity in international polarity according to the law of competition between nations for the balance of power that leads to international stability globally, as He, the Most High, said:

“…and were it not that God checks some people by means of others, the earth would have been corrupted. But God is full of bounty to the worlds.” (Al Baqarah: 251),

and where the Holy Prophet, may God bless him and grant him peace, said: “…Indeed, it is God’s right that nothing in this world be elevated except that He puts it down.” (Sahih Al Bukhari, No. 2872), and Sunan Al Nasa’i, No. 3588,

and he said: Glory be to Him:

“…arrogance in the land and evil plotting. But evil plotting encompasses only its own people. So do they await anything but the way of the former peoples? And you will never find in the way of Allah any change, and you will never find in the way of Allah any alteration.”

" Have they not traveled through the land and observed what was the end of those before them who were mightier than them in power? And nothing in the heavens or on the earth could cause Allah to fail. Indeed, He is Knowing and Competent." (Fatir: 43-44),

And the Almighty ALLAH said:

“Have they not traveled through the land and observed what was the end of those before them? They were mightier than them in power and tilled the earth and populated it more than they populated it, and their messengers came to them with clear proofs. Then it was not Allah who wronged them, but they were wronging themselves. Then the end of those who did evil was the worst, because they denied the signs of Allah and used to ridicule them.” (Ar-Rum: 9-10).

The USA as a country didn't exist before July 4, 1776 as it was founded on the day; because the continent Americas did exist and was populated by Red Indians; who were the original habitants of the land. By issuing the Declaration of Independence, adopted by the Continental Congress on July 4, 1776, the 13 American colonies severed their political connections to Great Britain. However; today the U.S. is a country of 50 states covering a vast swath of North America, with Alaska in the northwest and Hawaii extending the nation’s presence into the Pacific Ocean.

The single person most identified as "Father" of the United States is George Washington, commanding general in the American Revolution and the nation's first president. He was primarily a army general and who fought the war of American Revolution. Therefore, the country USA was founded by war efforts. Then From 1861 to 1865, America fought a bloody Civil War - North versus South, Union versus Confederacy. Even then the "Department of War" was main player in those wars; which continued to exist after WW-II. The National Military Establishment, enacted in 1947, was renamed the "Department of Defense" on 10 August 1949, and absorbed the three cabinet-level military departments. The Pentagon has again been renamed as "Department of War" by USA's 47th President Donald Trump.

The American Deep State or military establishment under control of AIPAC (Zionist Jews) appears to be planning a war in Eurosia to cement its losing influence due to rising Asia and Russia. The country gained status of super power by control over the large regions of seas and lands with the help of WW-1 & WW-2, through superior military technology. USA doesn't enjoy the military and technological superiority any more. Therefore, USA may lose the status by engaging in a fruitless gamble of violent actions.

ذكرت صحيفة واشنطن بوست الأمريكية القريبة من البنتاغون وCIAيوم الخميس٢٠٢٥/٩/٢٥م بأن وزير الدفاع الأمريكي بيت هيفسث استدعى مئات الجنرالات والأدميرالات من الجيش الأمريكي حول العالم لاجتماع في الأسبوع المقبل،دون أي توضيح رسمي أو الإفصاح عن أي تفاصيل بهذا الخصوص،مما أثار القلق داخل المؤسسة العسكرية،والأروقة السياسية،لأن ذلك يعني بأن الأمر ليس بروتوكوليا،وإنما تحذيريا لإرباك الخصم،خاصة وأنه جاء متزامنا مع احتمال إغلاق حكومي،وفي الوقت الذي تمت فيه سلسة من التغيرات الكبيرة التي أجرتها إدارة ترامب في الداخل الأمريكي وفي الخارج،وما قام به هيفتس منذ توليه منصب وزارة الدفاع من تقليص عدد الجنرالات والأدميرالات،وإبعاده لقادة عسكريين عن مناصبهم،وكذلك جاءت هذه الخطوة في فترة اجتماع الجمعية العامة للأمم المتحدة،وما تضمنه خطاب ترامب في ذلك الإجتماع من استعراض للقوة الأمريكية سياسيا واقتصاديا وعسكريا،وأنها بذلك هي القادرة وحدها على تحقيق السلم والأمن العالميين،وعلى التشكيل الجغرافي والفكري والسياسي والإقتصادي للشعوب والدول عالميا،مكرراً عدم قبوله لفكرة التعددية في الموقف الدولي،ومكرراً انتقاداته للأمم المتحدة ودوائرها والمؤسسات التابعة لها،ومشيراً لعجزها في حل المشاكل بين الدول، وفي عجزها عن إيقاف الحروب والحد منها،وحماية الشعوب من ويلاتها وتداعياتها،وعجزها عن تحقيق السلم والأمن العالميين،وكذلك توجيهه الإنتقادات الحادة للدول الأوروبية والصين وروسيا وإيران، والمطالبة بالإنصياع للإرادة الأمريكية وتبني سياساتها،فذلك كله مما جعل هذا الإستدعاء من قبل وزير الدفاع الأمريكي للجنرالات والأدميرلات الأمريكان حول العالم مثارا للقلق والعديد من التكهنات،وباعثا للتساؤلات حول الدوافع السياسية والأسباب لذلك الإستدعاء غير المسبوق والخارج عن المألوف،وبناء على مصدر مطلع في شبكةCNN ذهب فريق إلى أن ذلك الإستدعاء جاء للإستعداد السابق تخوفا من مفاجئة كبرى تؤدي لحرب كبرى،وذلك في مواجهة التصعيد الصيني الروسي وتحالفاتهما،أو تهيئة لضربة عسكرية أمريكية تحسبا لاستهداف قوات أمريكية في الشرق الأوسط،أو من قبيل التحضير لتحرك عسكري أمريكي في مواجهة التوتر في مضيق تايون وبحر الصين الجنوبي،لتكون هي من يضع قواعد اللعبة العسكرية قبل أن تفرضها الصين أو روسيا،وذهب آخرون إلى أن هذا الإستدعاء بهدف إجراء اختبار جماعي للياقة البدنية،أو للإحاطة بأحوال وزارة الدفاع،بينما ذهب غيرهم إلى أن السبب لذلك الإستدعاء العسكري الأمريكي هو بسبب الفصل الجماعي لعدد من الضباط،كما ذكرت CNN أيضا في هذا السياق، بينما رأى بعض المراقبين بأن الدعوة ترتبط باستراتيجية الدفاع الوطني الجديدة التي تعمل عليه الإدارة الأمريكية في عهد ترامب والتي من المتوقع أن تعيد ترتيب أولويات الجيش بحيث يصبح الدفاع عن الوطن الهدف الأول،بعد أن كانت الصين تُعتَبر التهديد الأمني الأبرز للولايات المتحدة الأمريكية،وإلى جانب ذلك كشفت مصادر لشبكةCNN في البيت الأبيض أن سبب الدعوة ليشرح الوزير للجنرالات والأدميرالات إعادة هيكلة وزارة الدفاع لتصبح وزارة الحرب،ووضع معايير جديدة للأفراد العسكريين، ومناقشة معايير جديدة للجاهزية واللياقة والتدريب التي يراد تطبيقها والإلتزام بها،وعن مسؤول في البيت الأبيض:أن الهدف من هذه الدعوة هو رسالة ردع عالمية باستعراض قوة الجيش الأمريكي في عهد ترامب،وتنسيق للسياسات الحربية لمواجهة التحديات غير التقليدية المتمثلة في الذكاء الاصطناعي، والأمن السيبراني،وعلى ضوء تلق الإحتمالات الواردة في معرفة الدوافع السياسية لاستدعاء وزير الدفاع الأمريكي لجنرالات وأدميرالات الجيش الأمريكي حول العالم في هذا الوقت يترجح لدي أن ذلك استعراض قوة لأمريكا ورسالة ردع،بالإضافة إلى إعادة هيكلة للجيش ورفع الوزير على طرح رؤية جديدة للجيش الأمريكي،ومناقشة المعايير الجديدة،وما قاله مسؤول دفاعي مطلع على التخطيط:إن الأمر يتعلق بالتدريب والتجهيز، للمحافظة على قوتها وهيمنتها في الداخل الأمريكي وعالميًّا،غافلين عن أن سنة الله تعالى في التداول حيث قال سبحانه:"…وتلك الأيام نداولها بين الناس…"آل عمران:(١٤٠)،تأبى أن تبقى قوة أي دولة على حالها،إذ لو دام الأمر لأحد لما وصل لأمريكا ولا لغيرها،وكذلك سنة الله تعالى ماضية في كل المتعاظمين المستكبرين في الأرض في أنّ تدميرهم بتدميرهم،حيث أن ذلك الإستعراض بالقوة عادة يحفز القوى المتربصة المتحفزة لضرورة إيجاد التعدد في القطبية الدولية وفق سنة التدافع الأولين فلن تجد لسنت الله تبديلا ولن تجد لسنت الله تحويلاً،أولم يسيروا في الأرض فينظروا كيف كان عاقبة الذين من قبلهم وكانوا أشد منهم قوة وما كان الله ليعجزه من شيئ في السماوات ولا في الأرض إنه كان عليماً قديرا "فاطر:(٤٣-٤٤)،وقال سبحانه:"أولم يسيروا في الأرض فينظروا كيف كان عاقبة الذين من قبلهم كانوا أشدّ منهم قوة وأثاروا الأرض وعمروها أكثر مما عمروها وجاءتهم رسلهم بالبينات فما كان الله ليظلمهم لم تكن الولايات المتحدة الأمريكية قائمةً قبل الرابع من يوليو عام ١٧٧٦، إذ تأسست في ذلك اليوم؛ لأن قارة الأمريكتين كانت موجودةً بالفعل، وكان يسكنها الهنود الحمر، وهم السكان الأصليون للأرض. بإصدار إعلان الاستقلال، الذي اعتمده الكونغرس القاري في الرابع من يوليو عام ١٧٧٦، قطعت المستعمرات الأمريكية الثلاث عشرة علاقاتها السياسية مع بريطانيا العظمى. ومع ذلك، أصبحت الولايات المتحدة اليوم دولةً تضم ٥٠ ولايةً تغطي مساحةً شاسعةً من أمريكا الشمالية، مع وجود ألاسكا في الشمال الغربي وهاواي، مما يُوسّع نطاق وجودها ليشمل المحيط الهادئ.
