Bihar’s NEET PG admissions (MD / MS / PG Diploma / DNB) for state quota seats are conducted by the Bihar Combined Entrance Competitive Examination Board (BCECEB) through the Post Graduate Medical Admission Counselling (PGMAC). Bihar NEET PG Counselling Process1. Registration
- Enter your NEET PG roll number and Date of Birth; click Verify. If verification succeeds, an OTP is sent to the mobile/email in your NEET application. Verify it to activate the account. The NEET application number is your username.
- After activation, sign in and complete personal/contact fields.
- Upload passport photo and signature, scanned to the sizes specified. BCECEB will not allow edits later in many cases, so ensure correct files.
- Enter MBBS college, year of passing, internship start/end date. Save & continue.
- If you claim reservation for remote area service or in-service status, upload the authorised work experience certificate as per prospectus clause.
Tip: Carefully preview the entire form. Once you accept and proceed to payment, many fields cannot be changed. The board warns there is no opportunity to edit photo and signature after submission.
2. Payment- Registration fee of ₹2,200 non-refundable for all categories
- Security deposit refundable is paid at registration/submission time as per institution type:

3. Choice filling & Locking- After registration, you will be allowed to fill choices of college and speciality preferences in strict order of priority.
- Choices can normally be edited until the choice locking deadline published for that round. If you are participating in a later fresh registration, earlier filled choices may become null & void and you must fill new preferences.
- If you have an existing allotted seat and have opted for “Upgradation” for the next round, you may be allowed to modify choices but cannot remove your already allotted seat from the list.
- After choice locking, BCECEB publishes provisional allotment PDFs and then final allotment for each round. If allotted a seat, you must follow the published reporting schedule for document verification and admission at the allotted reporting centre/college.
- If you are allotted and do not take admission within the prescribed dates, your seat will be cancelled and the paid security deposit can be forfeited.
- The provisional allotment notice lists the reporting centre along with the college and the reporting dates. Carry originals and self-attested copies of everything.
- Officials cross-check original certificates, confirm eligibility and may keep index copies. After verification, if all is in order you are required to pay college fees and complete admission acceptance procedures.
- If you fail document verification or you are found ineligible, the allotment will be cancelled and security deposit may be forfeited per the prospectus rules.
- The prospectus distinguish between free exit and resignation with forfeiture. If you take free exit as allowed in the round rules, you may remain eligible for later rounds. If you resign under certain conditions, your security deposit can be forfeited. Read the particular round notice carefully.
- Candidates who were allotted a seat but did not report for verification had their security deposit forfeited and the seat cancelled, such candidates need to submit a fresh application and pay fee as well as security deposit to participate in future rounds.
- If an allotted candidate fails to report for Round 3 allotted seat, they will not be eligible for the Stray Vacancy Round and their security deposit will be forfeited.
- BCECEB may run multiple rounds such as Round 1, Round 2 and Round 3 and later Stray Vacancy round.
- Candidates who already hold and have not resigned their allotted seat after earlier rounds may be not eligible for fresh participation in later rounds.
- Candidates who did not get any seat or who took free exit and meet other conditions can participate after submitting willingness or fresh registration as required.
Eligibility Criteria For Bihar NEET PG Counselling

- Candidate must have a valid NEET PG 2025 scorecard and must meet the minimum qualifying percentile
- Candidate must possess a recognized MBBS degree or provisional MBBS pass certificate
- The one year compulsory rotatory internship must have been completed on or before the date specified in the prospectus
- Permanent or provisional registration certificate from a State Medical Council / NMC

Bihar NEET PG Counselling Rounds
Bihar NEET PG Counselling progresses from Round 1 to Round 2, Mop-up and Stray Vacancy rounds. It highlights the process and rules unique to each stage.
Round 1
- Seats are allocated using the NEET PG merit list, reservation rules and the preferences you submit during choice filling.
- Register online on the BCECEB PGMAC portal using your NEET PG credentials and complete the counselling form.
- After allotment, BCECEB publishes final allotment PDFs. If allotted, you must report for document verification and pay college/admission fees within the dates shown.
Round 2
- Round 2 is primarily for candidates who were not allotted in Round 1 and for eligible admitted candidates who opt for upgradation.
- BCECEB either allows previously registered candidates to participate or opens a fresh registration window if specified.
- Candidates who were allotted earlier but wish to seek a better allotment must follow the resignation/ upgradation rules, failing to follow the round specific procedure may make them ineligible for later rounds or cause forfeiture of deposit.
Round 3
- When BCECEB publishes a Round 3, it functions like earlier rounds: updated seat matrix is published, fresh registration may be allowed and allotments are issued. Not every year necessarily has three full rounds; BCECEB will indicate in the noticeboard if Round 3 is scheduled and who is eligible to participate.
- Round 3 can be the last major round before stray or special-stray rounds; if you still don’t have a seat after Round 3, you will usually rely on stray/special-stray windows to get admitted.
Mop-up round
A mop-up is a final formal round to clear remaining sanctioned seats. In Bihar’s PGMAC practice, BCECEB may or may not run a Mop-up, sometimes stray or special-stray rounds are used instead.
Stray Vacancy
Stray Vacancy rounds fill seats left vacant after the main rounds. BCECEB runs Stray and sometimes Special Stray Vacancy rounds. These rounds are short and targeted to mop up remaining seats.
